[GCC-XML] "members" and "context" consistent (and thus redundant?)

Hi;

Is it safe to assume that each child "member" (e.g., a top-level
class) of a parent record (e.g., a namespace) has a "context" that
references the parent (e.g., the namespace)?

Thanks,

-jm
